April 15, 2008 PHOTO RELEASE Inauguration of Manila Halfway House for Victims of Human Trafficking. Atty. Oscar M. Sevilla, General Manager of the Philippine Ports Authority (PPA) turns over the Symbolic Key to Bahay Silungan sa Daungan to Atty. Joaquin Garaygay, Chair of the Visayan Forum Foundation (VFF) at the inauguration of the building at North Harbor, last April 10, 2008. Bahay Silungan sa Daungan is a halfway house for victims of trafficking in persons. It was built by the PPA and will be operated by the VFF with funding from the U.S. government.
