Mr. Bellard arrived in Manila September 2, 2004 to assume the duties of Counselor for Political Affairs of the U.S. Embassy. He has been Acting Deputy Chief of Mission since October 17, 2005.
Previously, Mr. Bellard had served as Counselor for Political Affairs at the U.S. Embassy in Hanoi, Vietnam from 2001 to 2004. He also has served as Chief of the China Division in the Bureau of Intelligence and Research at the Department of State in Washington, D.C. (1998-2000) and as U.S. Consul General in Chiang Mai, Thailand (1995-1998). He has been a political officer in Bangkok (1980-1982 and 1992-1995), Hong Kong (1989-1992), and Chengdu, People's Republic of China (1987-1989), as well as the economic-commercial officer in Lome, Togo (1982-1984). He worked under contract at the Taipei office of the American Institute in Taiwan from 1986 to 1987, where he studied at the Chinese Language and Area Studies School. He is a multiple recipient of the Department of State's Superior Honor Award and Meritorious Honor Award, and has also been awarded the Sinclaire Language Award (for Mandarin) by the American Foreign Service Association. His languages include Vietnamese, Thai, Mandarin, and French.
Mr. Bellard received his B.A. in political science from Michigan State University, where he was elected to Phi Beta Kappa and Phi Kappa Phi. He is a native of Indianapolis, Indiana.
