4. How do I know if I qualify for the job? What is the process? |

All applications are evaluated according to the qualification requirements, residency, nepotism issues and other factors. Please ensure that you meet all of the required qualifications and residency requirement of each vacancy announcement before applying. Once your application has been determined qualified and is shortlisted, then you will be called for an interview.
As we receive large volume of applications, we cannot send regret letters to all unqualified and unselected applicants. |

5. Can Filipinos apply for all posted announcements? |

Filipinos or other nationals (with the required residency permit) can apply for those positions that do not require a security clearance. Positions requiring a security clearance can only be filled by an American Citizen. |

6. I am an American citizen. Can I apply for all posted announcements? Are Embassy positions considered U.S. Civil Service jobs? |

Yes, you can apply for any announcement if you have the required residency permit that allows employment in country. Post is prohibited from recruiting from the United States. Locally recruited positions are filled locally and by persons who are legally eligible to work in country. For U.S. Citizens, employment in a locally recruited position is not considered credible for the purposes of the U.S. Federal Employment Retirement System because they are not U.S. Government Civil Service positions. For U.S. Citizen salary information see question 7.
Note:
Unlike the Department of Defense and some other government agencies overseas, the U.S. Department of State does not have designated Civil Service positions that are recruited for at our overseas locations. All Department of State, direct hire employees (Foreign Service or Civil Service) are hired in the U.S., and then assigned overseas for a tour of duty. If you are interested in a career working with the United States Foreign Service, see questions 15 and 16 below. |

7. What is the meaning of LES or FP posted on the announcement? |
| |
|

The Locally Employed Staff (LES) pay scale is based on our local compensation plan and is paid in Philippine Pesos. This pay scale is used for positions that are programmed and budgeted for local recruitment
The FP pay scale is the U.S. Foreign Service pay scale and is used exclusively for U.S. citizens who are not ordinarily resident (NOR) in the country, (i.e. Eligible Family Members of Diplomats) or for U.S. citizens that do not need a work permit and/or do not fall under the local labor law. Typically positions programmed and budgeted for the FP pay plan require a security clearance. The FP pay scale is paid in U.S. dollars.
If the U.S. citizen is ordinarily resident in country, then salary and benefits will be from the local compensation plan (LES) and paid in Pesos.
Note:
Ordinarily resident U.S. Citizens (in this case, residing permanently in the Philippines) must be paid using the appropriate rate according to the local compensation scale or U.S. minimum wage, whichever is higher. For the majority of our positions, U.S. minimum wage is usually the higher level of pay. The U.S. minimum wage policy is mandated by Department of State regulations and there are no waivers to this policy. 11. How long is the selection process? |

For locally recruited positions, selection process usually takes from 2-3 weeks on the average, after the closing date.
For positions that have been classified as sensitive and require a Security clearance, the average waiting time is two (2) to four (4) months. These positions can only be filled by American citizens. |

Applications received with no particular position being applied for are normally not given consideration. We so not keep an active file of submitted resumes. We advise applicants to check the existing vacancies and apply for a particular announced position. |
